You can hunt the Shiras sub-species of moose on large tracts of private lands in Utah that are enrolled in the state's CWMU program. These outfitters have a special 60 day season and a few guaranteed vouchers each season. The bulls taken on these CWMU properties are generally larger than average and hunter success is usually about 100% year after year. Plan on booking one of these hunts at least 18-24 months in advance - permits are extremely limited and demand is very high for these hunts.
